    Fang Shizhong, Governor of Baoshan District, exercises leadership over the district government's overall work.
  Xia Yu, deputy governor of Baoshan District, takes charge of the district Development and Reform Commission, Economic Commission, Commercial Commission, Policy Research Office, Statistic Bureau, and Investment Promotion Office, assists in the management of financial and tax work, as well as procurement of the government, responsible for the transformation of Wusong Industrial Zone and Cruise industry of Baoshan, keeps contact with the Customs, as well as the inspection and quarantine, marine affairs, finance and insurance units within the district.
  Zhou Dexun, deputy governor of Baoshan District, takes charge of the district Human Resources and Social Security Bureau, Civil Affairs Bureau, State-owned Assets Supervision and Administration Commission, Working Committee for the Elderly, Disabled Association, Social security center, Community Office, Government Offices Administration, assists in the management of the Foreign Affairs Office , Press Office, as well as the auditing work and institutional preparation of the district, responsible for the handling of NPC deputies' written comments, CPPCC proposals, government information publication and government practical projects, keeps contact with the All-China Federation of Trade Unions, Communist Youth League, Women's Federation and Department of the People's Armed Force of Baoshan District.
  Yang Jie, deputy governor of Baoshan District, takes charge of the district Public Security Branch Bureau and National Security Branch Bureau, responsible for the traffic safety and fire safety of Baoshan.
  Tao Xiafang, deputy governor of Baoshan District, takes charge of the district Population and Family Planning Commission, Education Bureau, Public Health Bureau, Culture, Radio Broadcasting, Film and Television Administration, Sports Bureau, and Red Cross, responsible for Baoshan’s national health district creation work, and keeps contact with the Civilization Office and Archives Bureau.
  Lian Zhenghua, deputy governor of Baoshan District, takes charge of the district Construction and Communication Commission, City Landscaping and Appearance Bureau, Environmental Conversation bureau，Water Affairs Bureau, Planning and Land Bureau, House Administration Bureau, Civil Defense Office, and Waterfront development and Construction Management Committee, responsible for municipal and building construction safety, gas safety, flood prevention, and keeps contact with water, electricity, gas, public transportation, postal services, telecommunications, and other units.
  Qin Wenbo, deputy governor of Baoshan District, takes charge of the district Science and Technology Commission, Work Safety Supervision Bureau, Cooperation and Exchange Office, Industrial and Commercial Sub-bureau, Food and Drug Supervisory Administration, Quality Control and Supervision Bureau, and industrial zones within the district, responsible for the production safety and Food & Drug supervision of Baoshan, keeps contact with Ethnic and Religious Affairs Office, Overseas Chinese Affairs Office, and Taiwan Affairs Office.
